= he works; he is working
(i.e. the action is happening now, or the verb is making a general statement like "He works in the Civil Service".)

laborabat imperfect tense = he was working; he used to work
(i.e. the action was continuous in the past, or the verb is giving a description in the past)
laboravit perfect tense = he worked; he has worked
(i.e. this tense simply states that an action happened in the past, or was completed in the past.)
